The Norman Emergency Communication and Operations Center (ECOC) is a vital addition to the City of Norman, enhancing emergency response capabilities with a state-of-the-art facility. This 18,000-square-foot center now houses the City of Norman Police 911 dispatch center, serving as the Emergency Command Post and Incident Command Post during critical situations.
Crossland led the ground-up construction of the facility, ensuring it met FEMA-compliant safe room standards to provide a secure and resilient space for emergency operations.
Project Details & Features
Located on 2.5 acres at 2801 E. Robinson St., the project was delivered using the Construction Manager at Risk (CMAR) method, with a final contract value of $14.89 million. Crossland played a key role in pre-construction services, working closely with designers to keep the project within budget while providing value engineering (VE) solutions throughout.
Crossland’s team also self-performed concrete and steel work, ensuring quality control and efficient project progression.
Design & Construction
Exterior: The building features concrete panels with a tan textured paint finish, prioritizing durability over aesthetics for functionality.
Interior: The facility includes standard gypsum-painted walls, all-glass office and conference room doors, and an extensive access flooring system for seamless placement of electrical and communication lines.
Challenges & Solutions
One of the most complex aspects of this project was the strategic relocation of the City’s primary 911 dispatch/call center into the new facility. This required meticulous scheduling to avoid service disruptions. Unallocated contingency funds led to the addition of scope items that could have potentially put the project timeline at risk. However, Crossland navigated these challenges by maintaining tight coordination with the City to ensure timely completion.
In the final days leading up to the ribbon-cutting ceremony, the building required significant cleanup and preparation. Crossland’s team went above and beyond to ensure the facility was ready to show off.

The completion of the Norman ECOC represents a major upgrade for the City’s emergency services, providing a cutting-edge space designed to support public safety efforts for years to come. Seeing the transformation from the old emergency facilities to the new center was a rewarding milestone, reinforcing the importance of well-planned, high-quality construction in strengthening community infrastructure.
