Rogers Water Utilities chose Progressive Design-Build as the delivery method for this project, which was nearly identical to a Design-Bid-Build project that Crossland Heavy had completed on their Bardenpho Phase/Train 1 with Olsson as the engineer in 2017. The 2017 project was smaller in scope, but gave a good idea of the complexities that the project team would encounter during construction. The need for collaboration and an early start made this project a great candidate for Progressive Design Build, and due to our previous experience on the Phase 1 project, the Crossland Heavy & Olsson Team was selected to take on this project.
The first phase of the construction was performed during the Pre-Construction Phase. Our team drained, cleaned, and evaluated the basins for concrete degradation. CHC mapped out the problem areas, greatly reducing the risk of overruns on the project during construction. During the design phase RWU made the decision to include minor treatment upgrades into our scope as well. In doing this, CHC, in collaboration with Olsson, assembled bid packages and evaluated suppliers & subcontractors best suited for the project and RWU’s needs.
The Construction Phase included concrete scour repair, full-depth concrete patching, partial depth concrete patching, and specified coatings in high traffic or high abrasion areas such as spill ways, walk ways, and corners. We also replaced equipment including 150 HP surface mounted mixer/aerators, 15-40 HP surface mounted mixers. We installed new blower piping and blowers, weir gates for level control, recirculation pumps, handrail, stairs, landings, and new catwalks. Finally, electrical and control upgrades were completed.
Through collaboration and open book transparency with RWU, we were able to deliver this project on time and under budget, returning nearly $200,000 to RWU. The Utility was able to use that money for other plant improvements that they hadn’t originally thought would be manageable with their funding for this fiscal year.
